In this role, you will lead the company’s safety program and help strengthen our safety-first culture across every project. You’ll work closely with leadership, field teams, and Safety Engineers to develop safety initiatives, ensure OSHA compliance, and promote safe work practices throughout the organization.
In addition, the Safety Manager is expected to consistently demonstrate comprehensive safety knowledge and apply advanced concepts to build and continually strengthen the company’s safety culture. The Safety Manager will assist in developing, coordinating, and implementing occupational safety and health policies and procedures to promote and ensure effective safety operations throughout the organization.

Key Responsibilities
Lead Warfel’s Safety Program
- Oversee and continuously improve the company’s safety program, policies, and procedures.
- Recommend safety initiatives and present improvement strategies to company leadership.
- Develop site-specific safety plans when required.
- Maintain the Hazard Communication (HazCom) Safety Data Sheet (SDS) database.
Support Project Safety
- Review subcontractor safety documentation and complete client safety prequalification requirements.
- Lead pre-installation meetings to reinforce Warfel’s safety expectations with trade partners.
- Conduct project safety inspections and simulated OSHA audits.
- Investigate incidents and review reports to ensure accurate documentation and regulatory compliance.
- Assist with workers’ compensation, general liability, and auto insurance claims.
Train and Develop Teams
- Supervise, coach, and mentor the Safety Engineer team.
- Provide performance feedback and recommendations regarding promotions, compensation, and staffing.
- Determine jobsite inspection frequency based on project risk and location.
- Deliver OSHA 10-hour and 30-hour training, CPR/First Aid certification, NSC Driver Training, equipment certifications, and other required safety programs.
- Keep field personnel informed of OSHA regulation updates and industry best practices.
- Provides training and oversight to all field personnel on the current 29 CFR 1926 Construction standards, as needed to coincide with OSHA updates and changes.
Promote Safety Culture
- Partner with insurance loss control engineers.
- Lead employee engagement through the company’s Safety Committee activities.
- Participate in industry safety organizations and professional development opportunities.
- Perform additional responsibilities as assigned.
Qualifications
- Bachelor’s degree in Safety, Safety Engineering, Environmental Health, or a related field preferred. Equivalent experience will be considered.
- 5–8 years of construction safety experience.
- Previous experience supervising personnel.
- BCSP CHST certification or equivalent preferred.
- OSHA 500 certification, or the ability to obtain it.
- Experience delivering safety training to groups of varying sizes.
Travel Requirements
- Valid driver’s license with a safe driving record required.
- Travel to jobsites and Warfel office locations is required.
- Approximately 10–20% of the time is travel, including occasional overnight travel (less than 5%).

Warfel Construction Company is seeking a Project Manager to join our team in East Petersburg, PA. The primary objectives of the Project Manager (PM) will be to ensure customer satisfaction, secure repeat business, and maintain projects on schedule and within budget. These goals will be achieved by building a strong, collaborative project team both internally and externally. Effective scheduling and purchasing, with input from internal teams (such as superintendents and estimators), are essential for properly starting projects. The PM will be responsible for recordkeeping, correspondence, and communication throughout the project hierarchy, whether handled personally or delegated.
Key Responsibilities:

Client Satisfaction: Maintain proactive, timely, and efficient communication with clients and the design team to uphold Warfel’s “Clients For Life” mission.

Project Leadership: Lead multiple projects and project teams, ensuring effective communication with internal and external members to foster positive team dynamics. This may involve collaborating with a Senior Project Manager or taking on Project Engineer duties for specific projects.

Coordination: Oversee turnover meetings with estimating and preconstruction teams to initiate the construction phase. Plan the buyout schedule and lead the construction team kick-off meeting, assigning responsibilities and initial tasks.

Contract Management: Review and finalize owner contracts, ensuring they align with project goals.

Scheduling: Develop detailed, job-specific schedules with input from the project team and update them bi-weekly.

Risk Mitigation: Implement the SRMP process to manage risks associated with subcontracts. Develop comprehensive scopes of work for subcontracts and purchase orders. Oversee the procurement process and ensure timely authorization of subcontracts and material purchases.

Documentation: Review RFIs and submittals prepared by Project Engineers (PEs) or Field Engineers (FEs). Track progress and ensure timely responses to these documents.

Cost Management: Provide monthly cost projection updates and documentation. Focus on cost management and implementing efficiencies. Track labor analysis as applicable.

Communication with Stakeholders: Maintain proactive communication with clients, subcontractors, and suppliers, addressing quality issues, cost concerns, lead times, and safety matters.

Site Visits and Meetings: Attend job site meetings to monitor progress, address concerns, and facilitate communication between the owner, architect, superintendent, and subcontractors. In some cases, you may lead these meetings.
Qualifications
Education & Experience:

A four-year degree in construction management, engineering, architecture, or a related field, or equivalent experience.

A minimum of 6 years of experience in construction projects similar to those of Warfel Construction.

Prior experience as a Project Engineer, Assistant Project Manager, or in a similar role, with a strong focus on client relationship management, budget and schedule management, and team leadership.

Exceptional written, verbal, and interpersonal communication skills.

Strong attention to detail, organizational skills, and the ability to multitask effectively.

Frequent visits to active construction job sites, which may involve navigating uneven terrain and inclement weather. The role may require lifting materials up to 50 lbs.

Warfel Construction Company is currently looking for an experienced Safety Engineer to join our innovative, safety-focused team. This position will support construction projects near the East Petersburg, PA area.

Responsibilities:
Job responsibilities include, but are not limited to, the following:
- Work directly with field supervisors, project management team members, the Operations Department, and the Safety Department to promote personal ownership of safety, share successes, and identify opportunities for improvement.
- Proactively identify and help resolve potential safety issues involving employees, subcontractors, clients, and projects.
- Conduct inspections in accordance with Warfel’s Standard Operating Procedures (SOPs) and established protocols.
- Stay current with industry safety standards and communicate relevant updates throughout the organization.
- Distribute and communicate inspection reports internally and to associated trade contractors, ensuring appropriate corrective actions are implemented.
- Actively promote and encourage safe work practices.
- Coordinate and conduct safety training for Warfel employees.
- Document, lead as necessary, and participate in accident investigations. Perform root cause analyses and recommend preventive actions.
- Assist and advise project teams to ensure subcontractors comply with established safety plans.
- Participate in Safety Committee meetings with Warfel employees.
- Participate in preinstallation meetings and regular subcontractor coordination meetings.
- Prepare for OSHA inspections, respond appropriately, and complete all required follow-up actions.
- Collect and analyze leading and lagging indicators to identify trends and implement best practices.
- Provide insights and recommendations based on observations and experience to support continued program improvement.
- Provide consistent coaching on safe work habits and decision-making.
- Identify risks associated with tasks performed by frontline staff and support safety planning for each task.
- Perform other duties as assigned
Education & Experience:
- Bachelor’s degree in occupational health, Safety Science, Engineering, or a related field; equivalent experience may also apply
- Minimum of 2 – 3 years construction-related safety experience
Qualifications:
- Some supervisory experience is preferred.
- Demonstrate a collaborative approach to safety that promotes teamwork and engages employees throughout the organization.
- Proven ability to work effectively under pressure, with limited direction, and in a fast-paced, ever-changing environment.
- Strong communication and interpersonal skills are essential for success.

- Comfortable using computers, tablets, mobile phones, and construction-specific software and tools, with an interest in adopting new technology.
- Flexibility to work extended hours and weekends as workload demands.
- Occasional overnight travel may be required.
- Must possess a valid driver’s license and be able to safely operate a motor vehicle. Regular travel to jobsites is required.
- Ability to navigate active construction sites, including uneven terrain, exposure to outdoor elements, multilevel structures, ladders, and scaffolding.
- Ability to occasionally lift or move up to 20 pounds in office and field environments.

This role is responsible for developing accurate construction estimates, performing detailed quantity takeoffs, and supporting preconstruction efforts to ensure successful project outcomes.
The ideal candidate has strong analytical skills, a deep understanding of construction documents, and the ability to collaborate with trade partners to deliver competitive, high-quality bids. This position plays a key role in driving project success through early planning, cost control, and clear communication.
Key Responsibilities
- Review bid documents and develop meaningful preconstruction RFIs
- Prepare detailed quantity takeoffs and scope sheets for assigned trades
- Develop bid deliverables including clarifications, exclusions, and variance reports
- Analyze trade partner proposals and ensure complete, accurate scope coverage
- Communicate with subcontractors, suppliers, and vendors to obtain pricing
- Build and maintain strong relationships with trade partners and vendors
- Provide excellent internal and external customer experience throughout estimating
- Submit complete, accurate, and on-time bid packages
- Conduct site visits as needed to support estimating efforts
Qualifications & Experience
- High School Diploma or GED required (additional education preferred)
- 5+ years of construction estimating experience (GC or trade partner level preferred)
- Strong knowledge of:
- Blueprint reading
- Quantity takeoffs
- Construction methods and materials
- Proficiency in Microsoft Excel and Office Suite
- Experience with estimating software (Destini preferred)
- Ability to manage multiple priorities and meet deadlines
- Strong communication and teamwork skills
- Ability to work independently with attention to detail
