Safety Manager – East Petersburg, PA
Description
Warfel Construction is seeking an experienced Safety Manager to join our client-focused team in East Petersburg, PA.
In this role, you will lead the company’s safety program and help strengthen our safety-first culture across every project. You’ll work closely with leadership, field teams, and Safety Engineers to develop safety initiatives, ensure OSHA compliance, and promote safe work practices throughout the organization.
In addition, the Safety Manager is expected to consistently demonstrate comprehensive safety knowledge and apply advanced concepts to build and continually strengthen the company’s safety culture. The Safety Manager will assist in developing, coordinating, and implementing occupational safety and health policies and procedures to promote and ensure effective safety operations throughout the organization.

Key Responsibilities
Lead Warfel’s Safety Program
- Oversee and continuously improve the company’s safety program, policies, and procedures.
- Recommend safety initiatives and present improvement strategies to company leadership.
- Develop site-specific safety plans when required.
- Maintain the Hazard Communication (HazCom) Safety Data Sheet (SDS) database.
Support Project Safety
- Review subcontractor safety documentation and complete client safety prequalification requirements.
- Lead pre-installation meetings to reinforce Warfel’s safety expectations with trade partners.
- Conduct project safety inspections and simulated OSHA audits.
- Investigate incidents and review reports to ensure accurate documentation and regulatory compliance.
- Assist with workers’ compensation, general liability, and auto insurance claims.
Train and Develop Teams
- Supervise, coach, and mentor the Safety Engineer team.
- Provide performance feedback and recommendations regarding promotions, compensation, and staffing.
- Determine jobsite inspection frequency based on project risk and location.
- Deliver OSHA 10-hour and 30-hour training, CPR/First Aid certification, NSC Driver Training, equipment certifications, and other required safety programs.
- Keep field personnel informed of OSHA regulation updates and industry best practices.
- Provides training and oversight to all field personnel on the current 29 CFR 1926 Construction standards, as needed to coincide with OSHA updates and changes.
Promote Safety Culture
- Partner with insurance loss control engineers.
- Lead employee engagement through the company’s Safety Committee activities.
- Participate in industry safety organizations and professional development opportunities.
- Perform additional responsibilities as assigned.
Qualifications
- Bachelor’s degree in Safety, Safety Engineering, Environmental Health, or a related field preferred. Equivalent experience will be considered.
- 5–8 years of construction safety experience.
- Previous experience supervising personnel.
- BCSP CHST certification or equivalent preferred.
- OSHA 500 certification, or the ability to obtain it.
- Experience delivering safety training to groups of varying sizes.
Travel Requirements
- Valid driver’s license with a safe driving record required.
- Travel to jobsites and Warfel office locations is required.
- Approximately 10–20% of the time is travel, including occasional overnight travel (less than 5%).
